Plum Boro has implemented the “Council-Manager” form of government.  Council appoints a manager as the Chief Administrative Officer of the Boro and authorizes the manager to administer the Boro departments within the policy parameters established by council.   The Borough Manager is an appointed Boro official and serves at the pleasure of Council.  The manager is directly responsible for supervising the day-to-day operations of all Borough Departments, preparation and management of the annual budget, establishing the Council agendas, maintaining Boro records, and long-range planning efforts.
