Council

Plum Borough Council consists of seven members elected at-large by the residents for four-year terms. Terms are staggered every two-years.  The members select a President who serves at the pleasure of Council. The President is responsible for presiding over all Council meetings, establishing council committees and appointing committee chairs.

Council’s primary responsibility is to provide policy direction for the various departments and functions of the Boro.  Council is directly responsible for the appointment of key administrative personnel, voting on ordinances and regulations, adopting the annual budget and approving all expenses. Council also appoints members to serve on the various Boro boards and commissions to advise and assist Council.

Plum Council meets twice a month. A “work session” is held on the first Monday of each month at 7:00 pm. At these meetings Boro staff presents information on various topics of discussion to Council and the public agenda is established for items which require action at the regular meeting. 

Regular business meetings are held the second Monday of each month at 7:00 pm.  During the business meetings, Council may act to adopt new legislation, approve the expenses for the previous month or to make other administrative changes or improvements.  Minutes are taken at all meetings to record the formal actions taken by Council and to summarize comments and discussion.  Public comment on any item is welcome at all Council meetings.
