NOTE:  The following proposal for the design of the Plum Community Project is based on the response of our residents to an independent survey conducted by Penn State University received by all residents of Plum Borough.  Information was gathered on what additional community services and amenities were most desired by residents.  Additionally, a specific Parks and Recreations survey was randomly administered.  The results are incorporated into the following proposal.
