Goals and Objectives

GOAL #1 – Create a sense of community that encourages interaction among residents

-Construct a “Town Center” type of facility where residents can address necessary services, shop and socialize with friends and neighbors while encouraging residents to stay in the area after finishing their business.

-Construct a multi-purpose community center where community organizations can gather to further their mission and the residents can gather for special events.

GOAL #2 – Fill a services void in the community

-Create a centralized location to provide governmental services for the residents of Plum Borough including offices for Plum Borough, the Plum Borough Police Department, the Plum Borough Municipal Authority, state and federal legislators, Allegheny County, the U.S. Postal Service and other governmental entities.

GOAL #3 – Fill a recreational void in the community

-Expand the existing recreational opportunities within the Borough by creating new recreation facilities including walking and hiking trails and a multi-use play area.

-Construct a community center for use by athletic organizations, non-profits, and the public at-large.

GOAL #4 – Generate economic development and foster business growth in the Borough

-Market the existing Plum Borough Municipal complex to local/regional developers for use as an office and retail park.

-Construct small retail storefronts to provide space for new, expanding and relocating businesses.

GOAL #5 – Make better use of public funds

-Investigate available grant funding for the project in order to leverage maximum amounts of grant funding against local funds.

-Structure the development of the facilities to use existing debt service and generated revenues to fund the project

GOAL #6 - Foster Protection of the Environment

-Construct a regional storm water detention facility on the site to alleviate downstream flooding.

-Construct the facilities using green building design and technology.

-Incorporate Best Management Practices in the site design and construction.

-Use the facility as a demonstration site for developers and builders to observe Best Management practices

GOAL #7 – Celebrate the rich Heritage of Plum Borough

-Construct interpretive exhibits throughout the site to educate visitors on the history of Plum Borough.

-Construct Coal Miners memorial on the site to pay tribute to all those who sacrificed in the mines.

-Construct an educational center

GOAL #8 – Address Housing Needs in the Community

-Reserve areas of the property for residential use to address the underserved need in the Borough for senior housing and multi-family housing.

-Partner with a local developer to identify and achieve these goals.
